Delegation members and commissioners discussed reviving a bill that would give counties more leverage to collect delinquent personal property taxes by allowing withholding of county-issued permits from businesses in default.
Speakers said the measure was introduced last year by the delegation but did not move out of the House or Senate committee handling budget and taxation, where many bills were held because of a heavy budget calendar. Delegation members recalled a letter of opposition in the committee file and said they had worked to address the concerns, such as ensuring that permit withholding would not block a company's ability to appeal tax assessments.
Participants said some other counties already use the enforcement mechanism the bill would enable and that the measure, if drafted as an opt-in mechanism for counties that levy personal property tax, would not create a new statewide precedent but would align Carroll County with existing practice in other jurisdictions. Delegates said they planned to reintroduce the language early in the drafting window and to push the bill forward before committee calendars became congested.
Several participants noted that only a minority of counties still levy personal property tax; discussion included a caution that the policy could be perceived as creating a new statewide enforcement power if the bill is written broadly rather than as an opt-in allowance for counties that already use personal property tax.
