Kalispell council adopts R-4 zoning for North Meadows property; councilor recuses

The Kalispell City Council voted to adopt ordinance 19-45 to rezone approximately 12.13 acres at 1859 South Meadows Drive from County R-1 (suburban residential) to City R-4 residential, approving annexation and initial zoning for the North Meadows property.
City staffer Mr. Nygren told the council the item was on the regular agenda because the first reading had not been unanimous and that a conditional use permit (CUP) for a multifamily development had been denied. He said the rezoning would complete annexation and allow the developer to bring forward a future development proposal aligned with the R-4 zone.
Councilor Gabrielle moved to adopt ordinance 19-45; Councilor Graham seconded. Councilor Dahlmann announced a recusal, saying, “I will be recusing myself from discussion or voting on this item as I had a meeting with the neighborhood about this project.” Mayor Johnson presided over a roll-call vote in which Councilor Carlson, Councilor Gabrielle, Councilor Graham, Councilor Dowd, Councilor Fisher, Councilor Hunter and Mayor Johnson voted aye. The motion carried; Dahlmann did not participate in the vote.
The ordinance as read references amending the official zoning map (section 27.020.01) and cites consistency with the Kalispell Growth Policy Plan 2035. The council did not specify an effective date for the ordinance during the discussion.
Because the CUP was denied during prior proceedings, the rezoning does not itself approve a specific development; it changes the allowable land use category so a developer may later submit a site-specific proposal that conforms to R-4 standards.
