Planning commission approves special-use permit for 6-mile, 345 kV transmission line near McCarran

Storey County Planning Commission members voted unanimously Sept. 4 to approve Special Use Permit 2025-051, allowing the construction of two single-circuit transmission-line segments totaling about 6 miles and carrying 345 kilovolts outside an existing designated transmission corridor near McCarran.
Jessica Prager, Story County planning staff, told the commission the applicant is working with NV Energy and that the permit addresses land-use issues for poles located in Land Zone Forestry and Heavy Industrial. "This applicant is working with NV Energy to construct new transmission lines that will connect from an existing substation that is located outside of Story County," Prager said.
The special-use permit covers two segments roughly three miles each and a proposed pole count of approximately 39; proposed pole heights were given as ranging from about 77 feet to 165 feet depending on topography. The location parcels listed in the staff report and read into the record were APN 004-021-13, APN 004-181-05, APN 004-181-03, APN 004-181-08 and APN 004-181-13, McCarran, Storey County, Nevada.
Staff and the commission cited conformance with the 2024 Storey County Master Plan and applicable sections of the Storey County Code. The staff report and findings read into the record state the special-use permit complies with Chapter 17.03.150 (Special Use Permit), Chapter 17.32 (Forestry), Chapter 17.35 (Heavy Industrial) and Chapter 17.12 (General Provisions) of the Storey County Code and that the project will not cause substantial adverse impacts on adjacent properties when implemented with the recommended conditions.
No members of the public offered comment in the courtroom or online during the multiple public-comment opportunities noted on the record. Planning Commissioner Sarah moved for approval in accordance with staff recommendations; Commissioner Jim seconded. The chair called the vote and the motion passed with all members voting in favor.
The commission’s action approves land-use and height variances tied to the permit; any construction, interconnection or final engineering will remain subject to permits and approvals from NV Energy and other applicable agencies, per the staff report.
