Karen Cooper, founder of Community Closet (a local 501(c)(3) thrift store), reported to the commission that an ARPA award from the city enabled a $315,000 expansion project completed in November 2024. The city’s ARPA contribution — described by Cooper as the single largest funding component — helped pay for a 1,500-square-foot processing and storage addition completed with Resolute Architecture and contractor Basecamp.
Cooper said the expansion was essential to handle a large, sustained increase in donations following the COVID pandemic and to retain staff. She presented a breakdown showing total project costs of $315,000 and said the ARPA award was the decisive funding component. The organization has awarded more than $1 million in cash grants to Park County nonprofits over its 20‑year history, Cooper said, and she introduced Ashley Smith as the new executive director; Cooper said she is retiring from day‑to‑day leadership.
Commissioners thanked Community Closet for the report and for the nonprofit’s community service; the city manager affirmed that ARPA awards require documentation and that recipients should provide updates on outcomes. No action was required of the commission.
Ending: The commission received the report and acknowledged Community Closet’s role in local nonprofit funding and job retention.
