Plan Commission approves certified survey map and introduces rezoning ordinance for West Bend School District parcels

The Village of Jackson Plan Commission on Sept. 18, 2025, approved a certified survey map for parcels tied to the West Bend School District and introduced Ordinance 25-11 to rezone several of those parcels to I-1 Institutional and Public Service District.
The actions affect five parcels listed in the certified survey map and four parcels named for rezoning. The commission approved the survey map by voice vote after a motion from Emerick and a second from Kripke. Emerick then moved to introduce Ordinance 25-11, which would rezone parcels V3018900C, V3019300A and V3019300B from M-2 General Manufacturing District to I-1 Institutional and Public Service District, and parcel V3019300D from a planned unit development (PUD) to I-1. The motion to introduce the ordinance was seconded by Hoffmeister and approved by voice vote.
A village staff member noted a late change to the draft ordinance: “Section 3 was added, which, just simply includes those conditions that are referenced in the staff memo under the suggested motion, as well.” The staff member also explained why the certified survey map and the rezoning documents differ in parcel count: the CSM references five parcels but the rezoning lists four because the northern parcel already carries an I-1 Institutional and Public Service zoning designation.
Commissioners did not request further substantive changes during discussion and no public comments were offered on the items. The meeting record shows the motions passed by voice vote; individual roll-call votes were not recorded in the transcript.
The commission’s approvals allow the West Bend School District to proceed with the updated parcel map and move the rezoning measure forward; the ordinance was introduced with the stipulations included in the staff memo and in the draft ordinance’s Section 3. The ordinance introduction is recorded as the plan commission’s formal action to advance the rezoning request; any subsequent readings or final adoption would appear on a future agenda.
The commission then moved to adjourn.
