The West Bend Community Library board discussed capital improvement projects at its Sept. 16 meeting, including a planned replacement chiller, a large HVAC unit the board expects to defer, and a newly reported cost estimate for a full-building generator.
Board members said a train chiller is scheduled for replacement in December. The larger mammoth HVAC unit previously budgeted for next year — described in the meeting as a roughly $1.5 million item — will be deferred while staff develop a phased plan after an engineer inspects the system and identifies repair/replace priorities.
The board also reported a preliminary estimate of about $350,000 to replace the library’s generator with one capable of powering the entire building. Staff said the current basement-mounted generator powers only limited outlets and would not support the library if it were to operate as an emergency shelter. The $350,000 figure would include a concrete pad, fencing, installation and a larger-capacity unit; the transcript notes the amount as an estimate and not a finalized bid.
Members discussed potential external funding and whether county emergency planning partners might contribute for shelter capability; staff said they would ask but would not rely on county funding. The board did not take a formal funding vote at the meeting but noted CIP line items will be reviewed and adjusted as staff and city finance finalize the budget.
