During the meeting staff explained the funding source. Dave (city staff) said the installation will be paid from program income remaining from an earlier Energy Conservation Block Grant program and related energy-efficiency loans created under the American Recovery Act; those funds are designated for energy improvements. Dave said the solar array at the new pavilion will help pay back costs over approximately 15 years and generate electricity to light the park.
Aldermen moved and seconded approval; council approved the resolution by voice vote.
The contract amount and funding source were specified on the record. Staff noted the project is consistent with prior uses of the energy fund and will support pavilion operations with on‑site generation.
