Wausau staff say Harter's, Waste Management submitted bids for residential refuse and recycling contract; rates differ

A staff member said, "Open request for proposals, residential refuse and recycling collection and disposal services. We had 2 bids proposals. 1 from Harter's." A second staff member summarized price differences: "For Harter's, they had on the seven‑year quote, they had a monthly rate, a total of $11.50. On the ten‑year quote, it was the same at $11.50. For Waste Management, seven‑year quote total is $14.07, and the ten‑year quote was the same at $14.07." The second staff member also said they received an email from GFL saying the company "were not going to bid on it."
Staff said the main component of the proposals is curbside collection and that the bid documents contain multiple components, including pickup for city facilities and public dumpsters located on city streets. The staff presentation noted there are also optional items in the specifications related to improving efficiencies and cost effectiveness and a cost‑inflation calculation for how pricing would change during the life of the contract. "There were other components to the specs, including, like, picking up for city facilities. We have some public, dumpsters located on city streets that's in there," a staff member said.
Staff said the next step is to prepare a written summary of the proposals and submit that summary to the Public Health and Safety committee for its meeting on Monday. A staff member said, "So then I think the next step is we'll get this summarized, and our goal then is to, submit this to public health and safety, for their Monday meeting." The staff member added they hoped to have the summary ready the same day and would send it to stakeholders who had been communicating on the item.
There was no formal award or vote on the RFP in the transcript. The meeting concluded with a motion to adjourn that was moved, seconded and approved. "Make a motion to adjourn," one speaker said; another speaker responded, "I'll second." After the chair asked, "All those in favor?" a speaker said, "Aye."
