Clark County Council schedules work sessions on HR evaluation, CREDC funding and pauses school clean-water fee reductions pending new administrator

At its Sept. 10, 2025 meeting, the Clark County Council agreed to schedule several upcoming work sessions and policy items, including a draft county manager performance-evaluation review, a presentation from the Columbia River Economic Development Council (CREDC), and an update from Public Works about a proposed clean-water fee reduction for Clark County Schools.

Human Resources and county leadership will present a draft county manager performance evaluation process, with staff indicating the work session will likely take about 20 minutes and may be scheduled for Sept. 24, 2025, rather than Sept. 17 because of calendar conflicts. Materials will be circulated to council members in advance.

CREDC will present on state budget impacts, the local partnership’s return on investment and a pending land-and-job study. Jordan Bogie, council policy analyst, told the council that CREDC has requested that the county increase its annual allocation from $100,000 to $110,000; the land-and-job study was still in draft at the time of the meeting.

Public Works briefed the council that Clark County Schools have requested guidance to qualify for a reduction program for the 2025–26 school year. Staff recommended pausing the reduction program until a new program administrator is hired in 2026 so the county can evaluate and revise the code and administer the program; the council supported scheduling a work session to provide policy direction.

Policy staff also proposed drafting a resolution recognizing Hunger Action Month in September; council indicated support for such a resolution. Separately, staff reminded the council of a DNR Trustland tour scheduled for Friday beginning at 8:30 a.m. at the Cholera Prairie General Store.

The council indicated general agreement to hold these work sessions; specific dates will be set by staff depending on calendar availability.
