Clark County to seek up to $3 million for down-payment assistance; resolution to return for final approval

Jordan Bogie, senior policy analyst, told the council the Washington State Department of Commerce is soliciting grant applications from a statewide $70 million funding pool and that Clark County's treasurer's office wants to apply for up to $3 million to expand the county's down-payment assistance program.
Bogie said the county program is administered jointly by the treasurer's office and the Washington State Housing Finance Commission and that a legislative resolution is required as part of the Commerce grant application. Bogie presented draft "whereas" language pulled from the program's authorizing language and asked the council for initial support.
Chair Marshall and multiple councilors indicated informal support and thanked Treasurer Topper for leading the effort; Bogie said a formal resolution will be returned to the council at a subsequent Tuesday meeting for final approval.
No formal vote on the resolution occurred on Sept. 17; the county will submit a resolution-authorizing application after the council's formal adoption at the later meeting.
