Public facilities committee adjusts 2025 road and weather-related capital budgets after state funding changes

Chautauqua County's Public Facilities Committee on Sept. 15 approved adjustments to the county's 2025 capital accounts to reflect updated state and carryover funding for road projects and emergency weather recovery.
Drew Rogers, deputy director of public facilities engineering, told the committee the county budgets each year for capital road projects based on previous-year known amounts and then adjusts when actual allocations arrive. He said CHIPS (Consolidated Local Streets and Highways Improvement Program) funding available this year is about $6.7 million, up from roughly $5.0 million at budget time, reflecting approximately $1.2 million in rollover and an increase of about $390,000 to CHIPS specifically.
Rogers said funding for the Pave New York program is slightly below the budgeted amount (a decrease of about $10,000 from the prior estimate) and the Pave Our Potholes program is slightly reduced (about $7,000 down to approximately $852,000). He also said the county received approximately $842,000 in Extreme Weather Recovery funding, which the resolution adds to the budget.
Committee members asked for brief explanations of the programs. Rogers said the programs are similar in that they fund paving, mill-and-pave, and some maintenance-type projects; Pave New York can be used for overlays as well as converting dirt roads to paved surfaces. He also said CHIPS funds generally expect a multi-year life expectancy on work done and are not used for routine supplies such as road salt.
The committee voted to carry the resolution; the public transcript records the vote as "aye" with no roll-call tally or named mover.
