Committee authorizes Office for Aging to submit annual Medicare outreach grant application

The Chautauqua County Human Services Committee on Sept. 17 approved a resolution authorizing the Office for Aging Services to submit an annual application for funds under the Medicare Improvements for Patients and Providers Act (MIPPA) to support outreach and counseling for Medicare-eligible residents.
Dana Corwin, director of the Office for Aging Services, said the resolution creates a rolling authorization that lets the county executive sign the application each year without a separate resolution. The county has used the funds to provide outreach through New York Connects and the Health Insurance Counseling Assistance Program (HICAP), which help low-income Medicare beneficiaries identify programs that reduce Medicare Part B and Part D costs.
Corwin told the committee the county received about $20,000 for the program in 2024 and $29,967 in 2025. She said applicants must meet financial eligibility rules and that the funds pay for outreach activities and staff performance, not direct payments to beneficiaries. "It doesn't go to the individuals. It's staff's performance through our New York Connects program and our HiCap program," Corwin said.
Committee members asked about eligibility and program scale; Corwin said she would provide detailed participation numbers later. The resolution passed by voice vote.
Ending: Officials said the program is longstanding and helps residents lower Medicare costs through counseling and outreach.
