Planning commission schedules special meetings to continue RV park regulation review

The Houma-Terrebonne Regional Planning Commission on Sept. 11 set special meetings for Sept. 25 and Oct. 8 at 3:30 p.m. in the Government Tower conference room to continue review of proposed recreational-vehicle park regulations.
Commissioners said the extra meetings will allow the subdivision regulation review committee to finish draft language before the planning commission considers the rules at its Oct. 16 regular meeting, when formal action could be taken.
The committee charged with drafting the RV park rules is made up of Commissioner Bill Yacht, Commissioner Soudier and Commissioner Smith; staff said those three will meet but that the sessions could become full commission meetings if five or more commissioners attend. "If we have 5 or more, it then becomes a zoning and land use or planning commission meeting," the parish counselor said during the discussion.
Commissioners debated whether to advertise the slots as committee meetings or as special planning commission meetings so the public would know the dates and so staff could post them correctly. Planning staff cautioned that if five or more commissioners attend, the gathering must be advertised and conducted as an official commission meeting. Planning staff also noted that the committee meetings are intended for discussion and drafting and that the commission cannot take formal action on the RV park permit regulations at the Sept. 25 or Oct. 8 sessions because the matter was tabled to the Oct. 16 regular meeting. "You cannot take any action on the RV park permit regulations on the September 25 or October 8 meeting because we tabled it until the October 16 meeting," a planning staff member said.
Commissioners also discussed administrative details including per diem limits for members, room availability and public notice. One commissioner said holding the meetings during daytime weekday hours and limiting them to about an hour was consistent with past practice.
Motion to convene the special meetings on Sept. 25 and Oct. 8 at 3:00/3:30 p.m., subject to room availability, was made and seconded and passed unanimously.
