Glens Falls City begins water and sewer budget process; EFC application filed and staffing updates noted

City staff told the Glens Falls City Water and Sewer board on Monday that an Environmental Facilities Corporation (EFC) funding application was submitted on Sept. 12 and that the department’s budget process has begun.
Deputy Controller Wendy Baird and staff are preparing the water and sewer budget draft. Staff said they planned to begin presenting budget materials to the Common Council on Sept. 22 but asked to postpone that presentation by a week to allow preparation of current-year numbers following recent network and Munis outages.
Board members said the budget will incorporate contractual wage assumptions. Staff referenced the Civil Service Employees Association (CSEA) contract and said union members could see a 3 percent to 3.5 percent increase plus $0.25 per hour; those figures were described as inputs for the draft and remain subject to formal negotiation and council approval.
Staff also reported that Bill Martin is expected to return to full-time city work starting Sept. 22; the board said his return will help finalize budget details and ongoing operations.
No formal votes were taken on budget assumptions at the meeting; staff will provide updated numbers to the council as the draft develops.
