Glocester council approves Halloween 'Fall Festival' and spooky train at 474 Putnam Pike

The Glocester Town Council on Sept. 18 approved a special-event license for Harmony Products LLC to hold a Halloween "Fall Festival" and a "spooky train" at 474 Putnam Pike in October.
The council's motion, made during a public hearing, approved the event with conditions that require police and fire approval before a license is issued; a prohibition on on-street parking with posted signage; a ban on alcohol on-site; required town and state permits for vendors selling nonprepackaged food; proof of insurance; and specified hours of operation of 5 to 10 p.m. Friday and Saturday and 6 to 9 p.m. Sunday.
The application lists Russell Gross and David Chiquette as co-applicants. Chiquette described the event as a family-oriented festival with hot beverages, carnival-style games and a train ride through the woods. "So essentially what is a Halloween festival where families can...have, like, a hot chocolate and hot apple cider and go for a train ride through the woods," Chiquette said during the hearing.
Chiquette told the council organizers expect to be able to park about 100 cars on-site using an adjacent field and said the train ride can carry about 100 people per hour. He said the organizers plan security and staff with EMT training on-site and that police detail is part of the plan for a nighttime event.
Council members asked about amplification and volume levels. An exchange during the hearing clarified that music would be kept at a low volume and oriented toward the back of the property; organizers said the train itself would use "dark and ominous" sound effects rather than loud amplified music.
The council's motion also required that any mobile food establishment obtain the town event permit under Glocester Code of Ordinances chapter 191-11 and present a valid state license, and that the town clerk be presented proof of insurance before issuance of the license.
The council approved the motion. The council's approval followed the public hearing and included the conditions described above.
