The Shelton City Council on Sept. 11 approved a package of infrastructure and program expenditures, amended an ordinance establishing its Economic Development Commission, and authorized a partnership for the city’s Shelton Day celebration.
The council approved appropriations and purchases that included $400,000 for citywide road repairs, $80,784 to replace propane dispensers and related piping at the Shelton Student Transportation Services fueling center, and $2,917 to cover an invoice correction for a senior-center roof replacement. Council members also voted to approve a tax-refund payment totaling $10,220.74 and to amend Ordinance No. 104 governing the Economic Development Commission.
Why it matters: The funding decisions direct one-time capital and repair dollars to aging infrastructure and the school-bus fueling facility, affect local maintenance schedules and capital planning, and update the city’s code language for the Economic Development Commission.

Council discussion and clarifications
City Attorney: During discussion of Ordinance No. 104, the city attorney clarified that a statutory cross-reference (identified in the minutes as “8-188”) explicitly mentions corporations and that reference must remain in the ordinance language.
Senior-center invoice: Council members said the $2,917 action corrects a transposed number on the contractor’s original invoice; the council moved the amount into the capital-improvement plan and specified LOSA as the funding source.
Road repairs: Council members said the $400,000 appropriation will be used for citywide repairs and to finish paving work on Ripton Road.
Public comment
After the formal actions concluded and the meeting moved to the public portion, two residents spoke. One, identified in the minutes as Mister Bloom, urged the city to consider partnering with federal immigration enforcement programs and made strongly critical remarks about Islam; the minutes record him as saying, “Islam is a cancer to Western civilization.” Bloom also urged the city to coordinate with federal programs that pay law-enforcement salaries for immigration enforcement, referencing federal 287(g)-style arrangements.
A second resident complimented Fran Freer for media outreach about the statewide problem of motorists passing stopped school buses and urged continuing attention to bus-safety enforcement and public education.
Process and next steps
Council members said the adopted appropriations come from the stated funding sources (LOSA and automatic bonding) and directed the finance director to process the tax refunds in accordance with the certified list from the tax collector. The Shelton Day agreement authorizes the mayor to sign; event activities are scheduled for Oct. 5, 2025.
The meeting adjourned after public comment; the minutes record the meeting ended at 5:40 p.m.
