Commission accepts Perugini application for single-family lot with wetlands crossing, conditions engineer follow-up

The Torrington Inland Wetlands Commission on Sept. 9 accepted an application from Maria (Maria Perugini / Perugini) for single-family construction at 811 Torringford Street, a parcel that includes a wetlands watercourse crossing. The commission classified the submission as "no significant activity" contingent on the applicant’s engineer answering outstanding questions from the city engineer about an existing culvert and proposed concrete reinforcement pad.

Applicant representatives stated the culvert installed during earlier phases remains in place and that the intended repair work includes chipping and patching exposed rebar and a concrete pad over the existing culvert run. The city engineer had asked whether the proposed top pad addressed potential lateral stability or scour concerns resulting from flow through the culvert. The applicant's engineer responded that the culvert did not need to be reset and that the proposed repairs would address visible deterioration.

Commission staff described the application as a renewal of prior activity that originally began after a 2005 permit; previous work included road rough-in and culvert installation and a later stop-work order when erosion and sediment controls failed. The commission accepted the current application without requiring a public hearing and added a stipulation that the applicant provide the city engineer with the requested structural/erosion protection clarifications before the permit is finalized.

A motion to accept the application as "no significant activity" carried on the record with the condition that Perugini’s engineer address the city engineer’s outstanding questions about the culvert and inlet/outlet protection.
