House Fiscal Agency reports 72% of budget spent through fourth quarter; committee approves report

The House Fiscal Agency presented its fourth-quarter financial report and the committee approved the report and the March 20, 2025 meeting minutes.
Mary Anne Cleary, Director of the House Fiscal Agency, told members the report covers year-to-date expenditures through 11 of the 12 months for the agency’s budget. “So 72% of the, the budget has been spent,” Cleary said, adding that the agency’s spending rises to about 82% when a House business office payment is removed. She said the only line over budget is equipment rental because the agency made a one-time purchase of office chairs to replace decade-old chairs.
Cleary also reported staffing is complete. “The last person we hired just started in August,” she said. She said the agency does not yet have a fiscal year 2026 proposal because the state budget has not been finalized; when it is available she will forward it to members and return for the December report.
Committee members approved the quarterly report and the March 20, 2025 minutes. The roll call on the motion to approve the quarterly report recorded four yeas, zero nays and zero passes: Chair Boland, Speaker Hall, Representative Posthumus and Representative Fitzgerald. Earlier, the minutes for March 20, 2025 were approved by unanimous consent after a motion to approve was made and no objections were recorded. A separate motion to excuse absent members was moved and ordered without objection, and the meeting was adjourned.
The report was filed “per statute,” Cleary said; she did not specify which statute. She also thanked staff and noted Kevin and others on the House Fiscal Agency team for their work in recent months.
The committee did not take other substantive actions during the recorded portion of the meeting.
