Fulton County board calls Nov. 4 special election to place two homestead-exemption measures on school-district ballot

The Fulton County Board of Registration and Elections voted Sept. 11 to call a Nov. 4, 2025, special election to place two homestead-exemption measures before voters in the Fulton County School District.
The call was presented by Director Nadine Williams and read aloud under the board’s authority pursuant to OCGA §21-2-540 as stated at the meeting. The ballot will include two separate questions: one that would allow a 50% homestead exemption for qualifying residents aged 70 or older and a second that would allow a 25% homestead exemption for qualifying residents aged 65 or older. The board voted to approve the call by voice vote; the chair cast an aye vote and the motion passed.
The board recited the full ballot language as published. For the first question (Act No. 223, House Bill 776, as presented to the board) the ballot will ask: “Do you approve an act to provide a new homestead exemption from Fulton County School District ad valorem taxes for educational purposes in the amount of 50% of the assessed value of the homestead for certain residents of that school district who are 70 years of age or older?” For the second question (Act No. 327, House Bill 777, as presented to the board) the ballot will ask: “Do you approve an act to provide a new homestead exemption from Fulton County School District ad valorem taxes for educational purposes in the amount of 25% of the assessed value of the homestead for certain residents of that school district who are 65 years of age or older?”
The board confirmed administrative deadlines and early-voting dates published with the call: voter registration for the special election closes at close of business Oct. 6, 2025; advanced voting will be held Oct. 14–Oct. 31, 2025; and polls will be open on election day, Nov. 4, from 7:00 a.m. until 7:00 p.m.
Director Williams told the board the call had been published in the legal organ as required. The approval followed an earlier motion to amend the meeting agenda to add the school-district call as new business item 7; that amendment was approved by voice vote at the start of the meeting.
The board did not take further legislative or policy action on the measures; its role at the Sept. 11 meeting was to publish the call and set the administrative schedule and ballot language as required by state statute.
