Summary

At its July 5 meeting the Los Angeles City Council approved a number of routine and procedural items, continued several agenda items and approved a closed-session settlement. Key outcomes included:
- Confirmation: The council confirmed Melissa Applebaum to the Quality and Productivity Commission. Committee sponsor Chick moved approval; the roll call showed 11 ayes and the appointment was approved.
- Planning: The council approved items 1 and 2 on the agenda and, after public hearing and committee recommendation, approved item 3 (HPOZ garage condition) 12-0 (see separate article on item 3).
- LAX permits: Council Member Pacheco successfully moved to reconsider an action taken on Terminal Annex permits. After discussion the council voted to approve the permits but to keep the matter in council ("not send it forward"), effectively leaving the permit approvals on the council desk for further monitoring; the motion carried 13-0.
- Grants and reserve transfers: Several grant-related items were approved after discussion (for example, item 20 authorizing reserve-fund advances tied to grant reimbursements was approved 12-0). Other items were continued for further information, including item 18 (community program grants and questions about purchase of mobile substations) to Friday, July 7.
- Amendment and payments: The council approved an amendment to item 41 changing payment start and amounts for named payees and approved the consent call for items 29—50 with certain exceptions; votes on those items were recorded as 12 ayes where noted.
- Closed session settlement: In closed session the council approved a settlement in Lyman Financial Investors v. State of LA in the amount of $230,000. The recorded vote was 10 ayes and 1 no on the settlement item (item 51a).
Several items were continued to later dates by unanimous consent, including items 9, 40 and 46. The council also recessed to closed session on a set of personnel and litigation matters, then adjourned with memorials.
