Commission adopts park capital values to guide CIP recommendations

The Parks and Community Services Commission voted to accept a draft set of park capital values intended to guide the commission’s review of capital improvement projects and recommendations to City Council.

Commission Chair Brown said the subcommittee — Chair Brown, Commissioner Garcia Arcos and Commissioner Ledger — met three times and drafted a short set of values centered on community engagement, equity, safety and maintenance, sustainability, creativity and other goals. Brown described the document as “as stripped down as we could make it while still having a sort of, like, rhetorical flourish that we felt helped it live a bit.”

Commissioner Garcia Arcos said he focused on demographic data while working on the subcommittee and suggested the values be used to inform practical decisions such as multilingual signage and vendor outreach in neighborhoods with high Spanish‑speaking populations. Commissioner Ledger said she reviewed comparable city documents and pushed for clarity, including real examples.

Vice Chair Wright said the values provide a framework commissioners can use to prepare recommendations to council and noted the group should later work on metrics for cases where commissioners seek a more quantitative assessment. Director Gruener said staff can work with the commission to develop measuring tools but cautioned the process would require additional analysis and staff time.

Commissioner Dorn Parker moved to accept the draft values with the additional small edits discussed at the meeting; the motion carried 6–0.

Commissioners said they expect the values to be a working document that will be refined as it is applied to specific CIP items and that staff will present ways to operationalize the values during the November–January CIP schedule.
