Summary
The council accepted quitclaim deeds from Los Angeles County for three parcels at the Del Amo/Alameda ramp to clear title for a future easement to Metropolitan Water District; staff said Carriage Crest Park construction is expected to finish in April 2026.
The City Council approved accepting quitclaim deeds from Los Angeles County for three parcels that form the Del Amo Boulevard/Alameda Street connector ramp, clearing title so the city can grant an easement to the Metropolitan Water District’s Pure Water pipeline project.
Staff explained the parcels were originally conveyed to the county during earlier highway work and the county formally relinquished them back to the city by resolution in 2011 but never recorded deeds. City staff said the Board of Supervisors was scheduled to approve the quitclaims and the council’s acceptance completes the city-side paperwork so the recorded deeds can be returned to the city.
The transfer clears the way for a future agenda item to grant a pipeline easement to Metropolitan Water District. Public Works staff and the city’s project manager described the parcels and said the pipeline’s sectionalizing valve will sit within the area covered by the easement.
Separately during the consent discussion, Director Michael Whitaker of Community Services reported that Carriage Crest Park construction is on track for completion in April 2026. "We anticipate... currently we're looking at April 2026 for completion date for Carriagecrest Park," Whitaker told the council. Staff said they would confirm a precise date as construction proceeds.
Why this matters: The deed acceptance cleans title and enables the city to negotiate and record the necessary easement with the water district. The park completion date gives neighbors an updated schedule for the major park expansion in Council District 2.
What’s next: City staff will record the quitclaim deeds when returned by the county recorder and will bring the water-district easement to the council for approval; staff will provide updated construction schedules for Carriage Crest Park as milestones are reached.
