Oakdale Council approves $285,600 budget for Fish Park restrooms

Oakdale City Council on Monday adopted a resolution authorizing the City Manager to execute a $259,637 agreement with Public Restroom Company for a prefabricated restroom at Fish Park and approved a 10% contingency of $25,963, bringing the total project budget to $285,600.
The restroom project matters to residents who use Fish Park’s playgrounds and sports fields because it will provide permanent, ADA-accessible facilities in an area that currently lacks on-site restrooms. The council approved the project on a 4-0 roll call vote.
Parks staff told the council the prefabricated building will be about 172 square feet and include two individual unisex ADA-accessible restrooms, baby-changing stations, stainless-steel fixtures, hand dryers, epoxy flooring and automatic programmable door locks. The building will also include a water-bottle refilling station and a central utility chase for electrical, plumbing and mechanical systems. Staff said manufacturer warranties include a five-year equipment warranty and a 20-year structural warranty.
Procurement will use cooperative purchasing through Sourcewell contract number 08172PRM, which staff described as a competitively bid purchasing vehicle available to government entities. The concrete slab for the restroom is integrated with the unit; the city will perform any additional concrete work to tie the unit to existing walkways. Staff said city crews will run new water, sewer and electrical lines as needed and that those costs are expected to be covered by the project contingency.
Parks staff said there is a roughly one-year lead time for delivery and installation. The project will be funded from the Parks Capital Facility Fund (Fund 343), capital project 2605; staff said there will be no impact on the General Fund.
Mayor Pro Tem Smith and other council members responded that the restroom is a long-awaited improvement for families and athletes who use Fish Park. The council voted 4-0 to adopt the resolution and authorize contract execution.
The city noted similar restroom units at Dorado Park and Gregor Sports Park as the design precedent for this installation. Staff recommended matching the color scheme and exterior details to those existing facilities to maintain visual consistency across city parks.
