Ridgecrest residents press for details as East Kern Healthcare seeks to expand district to include Ridgecrest Regional Hospital

Travis, the LAFCO commissioner representing Ridgecrest, told residents that next weekhe will take questions to the Kern Local Agency Formation Commission (LAFCO) about a proposed change in the East Kern Healthcare District(EKHD) boundary and its municipal service review (MSR).

"This is just the sphere of influence and the municipal service review for the East Kern Healthcare District. This is not, Ridgecrest Regional Hospital joining the East Kern Healthcare District, at this time," Travis said.

Why it matters: expanding EKHDof territory would let Ridgecrest Regional pursue certain intergovernmental reimbursement mechanisms, officials said, but it does not itself transfer ownership or operations of the hospital.

Karen, a member of the East Kern Healthcare District board, told the meeting that the principal financial mechanism at issue is an intergovernmental transfer (IGT) structure. "Specifically, we are talking about a form of reimbursement called an intergovernmental transfer or an IGT," she said. She said consultants hired by Ridgecrest Regional studied whether a district affiliation would increase revenue and identified six possible IGT accounts the hospital could access after annexation.

Residents sought specifics on several points: what revenue sources would be available, whether federal or state funding cuts would undercut the plan, who would control any new funds, how hospital governance would change, how long implementation would take, and what avenues exist to…
