Pipeline and consolidation work advances: grant reimbursements pending and 30% design milestones set

Staff provided a wide-ranging Water Resources Manager report covering grant invoicing, consolidation hookups, hydraulic modeling and design milestones for the Authority’s consolidation/pipeline project.
Steve Johnson (Water Resources Manager) told the board that the Authority had submitted DWR invoices totaling about $1 million across two grants: roughly $600,593 (Invoice 11) and about $416,000 (Invoice 13) for the Prop 1 (Sigma) grant, both awaiting payment. He also reported two invoices under the Urban Community Drought Relief Program (consolidation grant) pending with DWR totaling roughly $250,000. Staff said approximately $3.4 million of work has been underway on the consolidation grant and that some funds remain to program through the end of 2026; staff said they will bring a schedule to ensure full expenditure of the grant by the grant deadline.
On consolidation work, staff reported that phase 1 construction of the Rademacher consolidation project is complete and pressure-tested: two properties (Sanchez and Bassett) are hooked up and running to the new water service. The Water District has submitted phase 2 design materials to state drinking-water authorities for approval. Staff said a Stark Street consolidation feasibility study is authorized to examine broader regional consolidation opportunities.
On the AVEC/pipeline design, staff reported receipt of hydraulic modeling from Kennedy James / AVEC and that Provost & Pritchard will proceed with a 30% design submittal that includes pump-station mechanical and electrical memoranda, hydraulic/transient modeling deliverables, draft pump selection and preliminary permitting and corrosion analyses. Staff said Blue Mountain/Omar has been engaged and a kickoff meeting is scheduled to coordinate on design and permitting.
Staff described the environmental schedule: a draft environmental assessment is on the path to a 48-day public review period, with a final environmental assessment (EA) and NEPA documents expected per the project schedule; right-of-way and parcel legal descriptions and acquisition plans are pending and expected later in the year. Staff is coordinating with the U.S. Army Corps of Engineers on pipeline permitting and project phasing.
On additional funding, staff said the Authority has a pending EPA Resilience/Sustainability grant of about $2.8 million to help complete design work; staff reported they had to revise application language to meet federal requirements and are awaiting further federal review. Staff also reminded the board of multiple DWR deliverables and a grant completion report due to DWR by the end of the year (draft) with a final completion report due March 2026.
No board action was taken on the report; staff said they would distribute kickoff notes from Blue Mountain’s meeting and provide schedule updates to the board.
