City community development staff introduced the application and recommended approval. Kyle, a community development staff member, told the board that "it is a 181 lots. It's gonna be zoned r 1 B," and said the plat had gone through the staff review team.
Jake Vacher, design engineer with SEH representing Forefront LLC, described minor, routine changes made since the last appearance and said the team would coordinate outstanding items with public works and city staff before final signature. "In general, this looks very similar," Vacher said, adding that the outstanding items include utility location coordination, easements and identifying lot opening elevations for drainage. The applicant and an engineer were in the audience during the hearing.
Chair (name not specified) opened the public hearing at 7:05 p.m. and closed it at 7:06 p.m. After brief board discussion and with staff support, Planning and Zoning Board member Dalton Wilson moved to approve SD‑202503. The motion was seconded by Planning and Zoning Board member Scott. The board approved the final plat by voice vote; the chair called for "Aye," heard no opposition and declared the motion carried.
Kyle said, following board approval, the final plat will be forwarded to the Valley Center City Council for acceptance of dedications of public right of way and for final administrative processing; the project team will print mylars and complete required signatures after resolving the remaining coordination items.
At the meeting end, staff reported a staffing update: Kyle introduced Sabrina Young as a new assistant in the community development department and noted this was her first meeting.
