Commissioners approve payables, school financing, election grant, workforce contracts and appointments

At a regular meeting on Sept. 3, 2025, the Lackawanna County Board of Commissioners approved a slate of resolutions covering payables, financing approvals, grants, workforce contracts, intergovernmental agreements and appointments.
Key approvals included:
- Resolution 25-0220: Approval of current payables. The county approved general fund payables (numbers 390348–390704) totaling $1,466,303.12 and electronic fund transfers, including payroll accounts, totaling $7,741,174.51. The resolution was adopted by voice vote.
- Resolution 25-0213: County approval required by the Internal Revenue Code for tax-exempt financing by the Redevelopment Authority to benefit the Diocese of Scranton Catholic School System, permitting issuance of tax-exempt revenue notes in an aggregate principal amount not to exceed $8,250,000 for work on several school facilities located in Lackawanna County. The county noted the approval does not pledge county credit or tax power.
- Resolution 25-0214: Ratification of a Pennsylvania Department of Community and Economic Development (DCED) election integrity grant application and authorization for the county chair to accept awards. Director of Elections Beth Hopkins said this is the fourth election integrity grant received; the grant amount reported at the meeting was $762,964.19 and will support staffing, canvass and pre-canvass work, ballot printing, training and security for upcoming elections.
- Resolutions 25-0216 and 25-0217 and related items: Extension agreements were approved for workforce programs under the Workforce Innovation and Opportunity Act (WIOA) and related programs. The county extended contracts with Education Data Systems, Inc. (EDSI) for adult/dislocated-worker employment and the Employment Advancement and Retention Network, and an extension with Arbor (Equis Workforce Solutions) for youth employment services for the two-year period beginning July 1, 2025 and ending June 30, 2027. Workforce staff reported the extensions followed attainment of Commonwealth-mandated performance measures.
- Resolution 25-0219: A five-year intergovernmental cooperative agreement with the Pennsylvania Department of Human Services and the Domestic Relations Section of the Court of Common Pleas to maintain and improve Title IV-D child-support program services, effective Oct. 1, 2025 through Sept. 30, 2030. The agreement updates operational language, security, record-retention and cash-handling clarifications.
- Resolution 25-0221: A five-year postage lease with a local vendor (Quadient, doing business as Postage Pro Plus) to replace the county’s postage machines for the Department of Elections, Voter Registration and Office Services at a cost of $769.84 per month.
- Resolution 25-0212: Appointments and reappointments to the Lackawanna County Literacy Committee (names and terms listed in the approved resolution).
