Valley Avenue speed study: 5,031 vehicles logged; average 22 mph, 80th-percentile 28 mph

Jeff Davis, director of engineering for Bangor City, reported on a speed study completed Aug. 22–29 in response to resident complaints about speeding on Valley Avenue.
Davis said the study used a Black Hat speed radar unit and recorded 5,031 vehicles during the sampling period; the average speed was 22 mph and the 80th-percentile speed was 28 mph. He told the committee the results “show that that location does not exhibit excess speeding,” and he recommended redeploying the device at both ends of Valley Avenue and returning with a follow-up report before proposing further measures.
Committee members said the redeployment made sense, especially given new children in the neighborhood and sight-line concerns on some curves. Davis also noted a November 2024 study closer to town near Bruce Road that showed higher speeds; he plans to bring comparative data from both ends of Valley Avenue back to the committee before advancing any enforcement or engineering countermeasures.
The committee directed staff to repeat the radar deployment and report back; there was no formal vote on any regulatory change at the Sept. 15 meeting.
