City finalizing preapproved ADU and small-multi plans funded by ARPA; draft online

City staff told the committee a set of preapproved architectural plans for accessory dwelling units and small multi-family buildings is in final review and that a draft is available on the city website.
"This was a project that came out of ARPA funds, to remove another barrier to housing, you know, by preparing plans for people, to be able to construct, 2 types of accessory dwelling units, a garage apartment and freestanding, and a 2 family and a 4 family," the staff member said. Staff explained the 2‑ and 4‑family plans were added after a change to the land development code to allow additional units on larger lots.
The plans were prepared with an architect to blend with neighborhoods, staff said, and the code office is completing a final review. Staff said the project began in 2024 and that a press release will follow when the plans are released for public use.
Staff also said the project was nominated by the Maine chapter of the American Institute of Architects for an award, which the city said would be a positive recognition if received.
No formal action or vote was recorded; staff announced the draft plans are available online and that the city will issue a press release when the final materials are released.
