Engineering seeks easement for solar components at 189 Gilman Road

Jeff Davis, director of engineering for Bangor City, briefed the Infrastructure Committee on Sept. 15 about an easement request from Bangor Main 1 LLC tied to a solar project on a leased parcel at 189 Gilman Road.
Davis said the project’s equipment was found to encroach into the building setback line that abuts the Gilman Road right-of-way, and the applicant is seeking an easement of roughly 25 feet into that setback to legitimize the placement. He said the parcel where the solar project sits totals about 38 acres and is being leased by the applicant; the right-of-way extends into the parcel at the end of Gilman Road.
Committee members discussed ownership and maintenance implications and noted the easement document was not attached to the meeting packet. Davis said staff had worked with the city’s legal department and the applicant and recommended bringing an order to council; the transcript records the committee’s discussion and a recommendation to forward the matter but does not show a roll-call vote on a final decision.
The committee did not adopt an easement on the record; the discussion closed with staff direction to provide the formal easement/order language to the council and to include the missing attachment in the packet for the council item.
