Pam Olin, director of finance, and Scott Green, superintendent of roads, told the council the position was graded and proposed to be funded from contingency beginning Oct. 2. Staff said the recycling coordinator had historically performed related duties but that division and funding differences (solid waste enterprise fund vs. general fund roads) prevent a simple transfer without a general-fund impact.
Council members questioned changes from an earlier March work session, when minutes reportedly stated recycling duties could be reassigned with no new county cost. Staff said additional analysis since March led solid-waste staff to request keeping the recycling coordinator position; moving duties would therefore create a new general-fund cost. Several council members noted ongoing leadership transitions in public works and asked whether the administration should stabilize senior public-works leadership before creating new positions.
Councilman Hastings moved to table the resolution, and the motion carried by voice vote. The resolution is officially tabled; no additional finance action was taken on Sept. 16.
