Syracuse officials outline how school speed, red‑light and bus stop cameras will operate

Syracuse City officials and vendor representatives on Tuesday described how the city’s automated‑enforcement program for school speed zones, red‑light intersections and school bus stop arms will operate, saying the program is in a 60‑day warning period and that final enforcement will follow two rounds of human review plus police department review.
The discussion, during a Syracuse City Council meeting and a public Q&A, focused on hardware maintenance, revenue sharing, data security and how the program will notify drivers. Connor Muldoon, the city’s chief operating officer, told the council the vendor — Genoptic — pays for equipment procurement and installation and the city shares in fines generated. "On the speed and red light program, it's 35% to Genoptic, 65% to the city, and then on the bus stop arm 45 to Genoptic and 55 to the city," Muldoon said.
Councilors and members of the public raised questions about signage, side‑street approaches to school zones, calibration and how quickly equipment will be repaired when it fails. Muldoon said the city requires signage at entry points and in each zone and that Department of Public Works and engineering crews are reviewing each enforcement zone to add signs where needed. He said the speed cameras will only operate on days when school is in session, between 7 a.m. and 6 p.m., while the red‑light cameras may operate 24/7 under state rules.
Genoptic field engineer Jeff Nielsen described the vendor’s maintenance and quality process. "It is our responsibility to maintain that the equipment not only is in good order and is not damaging the current conduit or other things around it, but also that the uptime is maintained," Nielsen said, adding that field teams aim to respond within 24 hours and that engineers are stationed in Syracuse for same‑day service when possible. Nielsen said radar sensors in the speed cameras use the same type of radar as police handheld guns and are calibrated by an independent third party at least once a year; Genoptic said it performs calibration about every 10 months to remain ahead of requirements.
Nielsen outlined the evidence review workflow: a recorded incident (typically a 10‑second video clip) is first reviewed by Genoptic for legibility and adherence to business rules, then undergoes a quality‑check sampling (about 5% of first reviews are rechecked). A second human review follows; approved incidents then go to the Syracuse Police Department (SPD) for an independent review before Genoptic prints and mails a violation notice on the city’s behalf. Nielsen said industry rejection rates at the police review stage typically run between about 2% and 7%.
Leah Whitmer, director of the Municipal Violations Bureau, said recipients of mailed notices will have 40 days to pay or contest and may request a hearing online or in person. "Once they get the ticket in the mail, they have 40 days to pay or contest," Whitmer said. The bureau is adding kiosks so residents can view the clip and pay locally; Whitmer said staff had already conducted more than 100 hearings in the bus‑arm pilot begun in May.
City and vendor officials described data‑security and retention rules in the signed contract. Muldoon and Nielsen said the contract includes a nondisclosure clause under which Syracuse owns the data and derivatives, and Nielsen said footage is retained in a stored environment and expunged no later than 12 months after capture; non‑violations are removed sooner. Muldoon said the city requires the vendor to disable cameras when school is not in session and to follow business rules that account for holidays and snow days.
Councilors asked about how the cameras detect speed. Muldoon and Nielsen said each camera is aimed at a zone roughly 70–100 feet long; the radar reading point is at or beyond the camera pole and officials said the camera reports the speed at that enforcement point. Officials also said cameras can be shifted within a site (for example, moved 70 feet) if engineering determines that reduces unfair captures caused by uphill approaches or late braking.
Speakers also discussed the scale and legal limits: New York State limits the number of city locations for automated enforcement; Muldoon said the state allows up to 34 locations for red‑light cameras and 36 for speed cameras in Syracuse, and that the city aims to install the remaining red‑light units this fall. Officials said the program in Syracuse is being run as a time‑limited demonstration under state enabling legislation and would require legislative action at the state level to extend or change statutory operating rules.
Officials reiterated that automated enforcement notices are civil, not moving‑violation points. Whitmer and Muldoon said these notices do not add points to a driver’s license or directly raise insurance rates because they are issued to the vehicle’s registration; however, they noted the state allows mechanisms such as registration holds after a threshold number of unpaid violations across parking and automated enforcement within an 18‑month period. Muldoon said such collection‑oriented remedies would take time to implement and would require meeting statutory thresholds.
The meeting also covered operational concerns raised by residents: traffic backups caused by stopped school buses on narrow corridors; side streets where drivers may enter school zones without adequate advance signage; and whether charter schools are included. Muldoon said the city prioritized public school campuses when assigning camera locations but that some charter campuses inside the city limits may also be covered. Officials said they will work with engineering, DPW and SPD to evaluate signage, routing and targeted enforcement on side streets and problem corridors.
The council previously passed a revocable permission agreement allowing a third party to place equipment in the public right of way; Muldoon said that authority cleared the way for Genoptic and contractors to begin work in locations that require underground conduit work. Muldoon said the city authorized underground conduit installation near the STEAM school and that contractors are expected to start within about a week.
The session ended with city officials reiterating that the priority is student safety and that the council and staff will continue to review problem sites during and after the 60‑day warning period to adjust signage, enforcement points and equipment placement.
