Several members emphasized the short distance from Union Road to the first turn into the drive‑through and asked how the proposal would prevent plaza queues from spilling onto the public roadway. The applicant said existing Tops Plaza circulation keeps vehicles off the main roadway and that 7 Brew’s data from other locations shows peak usage at times that differ from commuter peaks. The applicant said a 16‑vehicle stacking capacity is provided by a double‑stack layout and offered to supply a traffic letter and additional data to address concerns.
Because members remained concerned about potential queuing and access onto Union Road, a motion to table the rezoning and site plan was made and seconded; the board carried the motion. The applicant was asked to provide additional traffic analysis and to return with EAC comments as needed.
