Planning Commission recommends adoption of Highway 89 master plan to city council

The City Planning Commission on Sept. 4 recommended that the city council adopt the Highway 89 master plan (Ordinance 25P) as part of the general plan, with staff and commissioners noting the plan is imperfect but useful as a policy framework.
Bob, a planning department staff member, told the commission the master plan was funded through grants from the Wasatch Front Regional Council and UDOT and produced by a consultant under Wasatch Front’s contract. Bob said the city had asked for more detailed illustrations and cross sections that show how medians, sidewalks and corner bulb-outs should be constructed in constrained right-of-way segments; the consultant provided a plan view and general recommendations but not the full set of cross sections the city requested. “This is not a perfect plan, but I still think it's worth considering adopting it so we have something,” Bob said.
The plan presents corridor-level ideas including location of medians and pedestrian crossings, shoulder and sidewalk widths, and suggested future signal locations; staff said UDOT’s safety assessments already recommended medians in segments where dangerous left-turn movements occur. Commissioners discussed the plan’s role: adoption would not require immediate construction but would give staff a document to reference when UDOT or developers propose corridor work. Bob said adopting the plan would also let staff say during future UDOT reconstructions, “Don't forget this plan we worked on,” and would provide standards the city could reference when negotiating with developers.
After a public hearing with no speakers, a commissioner moved to recommend approval of Ordinance 25P; the commission voted to recommend adoption and forwarded the item to the city council. Staff noted a separate corridor agreement with UDOT (a resolution) would be considered at the council level and is not part of the commission’s recommendation.
Ending The commission recommended that the city council adopt the Highway 89 master plan as part of the general plan; staff will pursue a corridor agreement with UDOT at council if the council chooses to proceed.
