Broomfield clerk says new software is streamlining open‑records process

City and County Clerk Crystal Clemons told the council the office has implemented new software to manage public records requests and to make past requests viewable online.
Clemons said the council approved funding for the platform in last year’s budget and that the tool has improved intake and response times for Colorado Open Records Act requests. “We were approved for the Just Voya software. So it has really streamlined our CORA process, on intake and response time, and the public can also then go online and see past CORA requests,” she said.
The clerk framed the change as a capacity and transparency measure, saying the online access could reduce duplicate requests by letting requesters see documents already produced. Clemons did not provide cost or contract details during the presentation; council members asked only clarifying questions and did not take action.
Council members who asked about capacity were told the software is expected to help staff meet an expected increase in request volume.
The clerk’s remarks came during the city’s departmental budget study session; no formal vote was taken on the software during this meeting.
