At a recent Mayfield Town Council meeting, council members reviewed code-enforcement activity related to occupied trailers, junkyards, noncompliant accessory conversions and requests for water meters.
Staff reported that the town sent certified cease-and-desist letters to owners of trailer lots and other properties identified as noncompliant, and that responses are still pending in some cases. Council members described cases where property owners had connected trailers to septic systems or utilities without the town’s knowledge, or erected metal buildings that were later finished into living quarters without building-permit follow-up. Staff said one of the more effective enforcement strategies in surrounding jurisdictions has been prosecution in justice court, where judges can require periodic compliance reports and the city can seek dismissal after remedies are completed.
Council members asked staff to draft additional certified letters for particular properties (several names were discussed) and to circulate drafted letters to the mayor before mailing. For one auto-body-shop site the council asked staff to coordinate with the business owner’s attorney and include previously approved conditions in any letter. Members also asked staff to require fire-marshal inspection for businesses that handle chemicals and to withhold business-license renewals until safety conditions are met.
On water meters, council members agreed that meters should not be issued for vacant lots unless the applicant provides a plot plan and a building permit; conditional-use permits for temporary trailer occupancy remain possible but must include clear expiration dates and permit conditions (for example, no utility connections for stored trailers). Council directed staff to consolidate relevant ordinance sections so enforcement and meter-issuance rules are clearly coordinated.
No formal enforcement action beyond issuing letters was taken at the meeting; staff will prepare letters, follow up with certified delivery receipts, coordinate with the mayor and pursue justice-court filings if recipients do not comply.
