Kenai P&Z signals support for funding a comprehensive plan update in FY2027

Director Buettner said the city’s comprehensive plan was last adopted in 2016 and that significant development — including waterfront activity, an airport master-plan update and an imminent parks-and-recreation master plan — makes it timely to consider an update. Buettner said the commission would not make a funding request directly; rather, staff would develop cost estimates and the administration would include any request in the CIP process for council consideration.
Commissioners expressed support. One commissioner said the 2016 plan had required substantial rewriting and that a current update could be more streamlined. Buettner said the earliest the project could begin would be July 1 under the new fiscal year and that preliminary cost estimates are not final; actual consultant costs could be higher or lower.
No formal motion or funding commitment was made; commissioners asked staff to return with refined cost information and a draft request if the commission wants to recommend inclusion in the city’s CIP.
