Board reviews Capital Region BOCES regionalization plan, agrees to further study distance learning and AI training

The Niskayuna Central School District superintendent briefed the board on a Capital Region BOCES regionalization plan that would coordinate services across component districts to reduce costs and expand student opportunities.
The superintendent said the district had opted into several regional services and programs, including a regional pre-kindergarten consortium and a shared fine and performing arts program hosted at Proctor's Theater. Niskayuna has students participating in the shared arts program this year and the superintendent said other districts are considering joining next year.
Board members expressed interest in exploring involvement in the BOCES distance-learning network, which would allow students to take courses offered by peers across participating districts. The superintendent said scheduling and master-schedule alignment present hurdles because member districts use different block rotations and start times; the board directed staff to assign an academic director or principal to observe the consortium and report back on feasibility.
The plan also includes regional professional development on artificial intelligence for instruction and policy. The superintendent said BOCES contracted a vendor to assess readiness and develop multiple PD pathways; Niskayuna is in the "upper preliminary stages" of internal planning and will consider policy and classroom practice guidance.
Board members raised workforce and program ideas including regional career-and-technical opportunities for emergency services (firefighter/EMS) and driver-education options; the superintendent said the BOCES and local partners were exploring consortium models and certification pathways.
BOCES must file its regionalization plan with the state by Oct. 1; the superintendent asked the board to indicate which Section 1 services the district intends to adopt now and noted districts can opt in later without penalty.
