Salary commission finalizes council-member survey and sets review schedule

The Bothell Salary Commission approved final language changes to a council-member survey, agreed to send the survey to council members as soon as possible and set deadlines and meeting dates to review responses.
Commissioners refined survey language during the meeting: they combined two similar questions on accessibility and retention (questions 5 and 7 in the draft) to avoid duplication, added checkboxes for common benefits (health care, retirement, childcare assistance, telecommunications, transportation, stipends and expense reimbursement) and inserted a line requesting any community-engagement activities that are not part of official duties. Commissioners also asked staff to clarify question wording about ‘‘personal and professional impacts and expenses’’ so respondents could address both financial costs and nonfinancial impacts of serving on council.
The commission agreed to an outreach and review timeline: staff will send the survey as soon as the commission signs off (the group agreed ‘‘tomorrow’’ was achievable if there were no last-minute changes). Commissioners encouraged council members to return the survey by Sept. 17 to be considered for interviews; the commission will review results at its Sept. 18 meeting. Commissioners agreed to offer interviews for any council member who requests one; the group provisionally scheduled interviews for Sept. 25 with Oct. 2 as an alternate date, and noted that if the commission adheres to its current timetable a public hearing required by ordinance would fall on Oct. 30. Commissioners discussed the option of asking the City Council for a deadline extension if more time were needed.
Commissioners directed staff to include the AMI table and any draft stipend eligibility/privacy language with the survey materials. No formal vote was recorded; the meeting closed with staff assigned to send the finalized survey and deliver responses for the commission’s Sept. 18 review.
