Methuen School Committee holds governance workshop on operating protocols

Methuen — The Methuen School Committee held a governance workshop Sept. 24 led by Alicia Mallon, field director for the Massachusetts Association of School Committees (MASC), who reviewed member roles and responsibilities and recommended the committee adopt written operating protocols to guide agenda-setting, communication and conduct.

Mallon told the committee that operating protocols are “rules of the road” for the body and recommended the committee vote and publish protocols, sign them with the superintendent and review them annually. She said effective protocols typically cover agenda timelines, channels for information requests (often funneled through the chair and superintendent), standards of conduct and social-media guidance to avoid inadvertent violations of the Massachusetts Open Meeting Law. “Operating protocols very often include standards of conduct and scope of responsibilities,” Mallon said, and added that the protocols should be used for periodic self-evaluation.

Why it matters: The workshop addressed recurring issues the committee’s self-evaluation identified — communications, information sharing and consistency in meeting procedures — and offered concrete practices (annual review, designated agenda‑setting meetings, posted protocols) intended to reduce last-minute agenda items, speed staff response times and limit procedural disputes during meetings.

Mallon emphasized that operating protocols should support public access while clarifying the committee’s legal limits and internal expectations. She suggested a standing agenda-setting meeting (often the chair or vice chair with the superintendent) and a year-long agenda to distribute work across the calendar rather than compressing decisions into a short period. Mallon also warned members to avoid social media posts that could create serial deliberation among members and urged members to route requests for administrative action through the superintendent so staff work can be scheduled and documented.

Public comment and recording policy proposal: During public participation, Methuen resident Alejandro Baez addressed the committee and read a proposed policy requiring subcommittees to broadcast and record meetings, post approved minutes within 30 days and document exceptions. Baez asked the committee to adopt language ensuring reasonable efforts to broadcast subcommittee meetings and to clarify whether the clerk retained after retirement would be a district employee. “The Methuen School Committee affirms its commitment to transparency, public access, and accessibility,” Baez read from his draft. He requested that the committee and district clarify whether the clerk serving for pay after retirement remains a district employee.

Committee next steps: Committee members discussed timing to adopt protocols and several members suggested developing protocols for the incoming January membership after the November elections. Mallon recommended the committee treat protocols as living documents and use them as part of annual self-evaluations. The policy subcommittee remains the working body to draft specific language for adoption and to coordinate with administration on posting and signatures.
