Oshkosh school board hears CTE, Adopt-a-School and facilities updates; approves consent agenda and moves to executive session

The Oshkosh Area School District Board of Education on Sept. 24 received presentations on career and technical education expansion, a relaunch of the district’s Adopt‑a‑School partnership program, a $10,000 corporate donation for elementary field trips and facilities and finance assumptions for the coming budget cycle. The board approved the consent agenda and later voted to adjourn to executive session to consider personnel matters.

The board heard from district staff that career and technical education (CTE) and academic-and-career planning work is being expanded under district policy 2411 and Wisconsin law requiring access to education-for-employment programming. Dr. Coleman summarized that signature programs include school-to-work placements and youth apprenticeship options; the district aims to have every high‑school student complete at least one CTE course or career pathway and to increase work‑based learning participation by 35 percent.

The district has hired Melanie Wroblewski as the academic and career planning/CTE coordinator, and staff said they will increase opportunities for industry‑recognized credentials and dual‑credit access. Superintendent Doctor Davis and board members said the expansions align with the district’s 2030 strategic vision.

The board also recognized a donation from Hoffmaster and the Oshkosh Education Foundation: Hoffmaster committed $10,000 to support fifth‑grade field trips at eight elementary schools selected on the basis of economic need. The district named participating schools as Emmaline Cook, Franklin, Jefferson, Menominee, Oak Lawn, Reed, Roosevelt and Shapiro STEM Academy.

Administrators gave an update on the Adopt‑a‑School program, relaunching partnerships between businesses, nonprofits and schools to provide volunteers, manpower and donations. The district reported 10 schools already paired with partners, seven of those new, and the Chamber of Commerce’s Shannon Seaman said the chamber will increase marketing of opportunities to local businesses and civic groups.

Facilities and finance committee reports included construction and site updates on the Veil Phillips athletic project, which staff said had encountered delays due to improper fill and contractor conflict but was tracking to a revised schedule, with landscaping and some finishes expected after the third week of September. Finance staff reviewed budget assumptions: a projected 3% salary increase, 3% health‑plan increase, and increases in utilities and transportation; they highlighted declining enrollment trends and voucher cost pressures and said the district plans to pursue fund‑balance goals above its 12% policy target.

On the consent agenda the board voted to approve routine items (the motion carried; roll call recorded ayes from members present). Later in the meeting, following public comment and supplemental reports, the board voted to enter executive session under state law to discuss employment, promotion, compensation or performance‑evaluation data for public employees; members approved the motion by voice vote with recorded ayes from the board.
