Fire apparatus: staff said the volunteer fire departments ladder truck replacement may be needed earlier than initially scheduled. Staff reported earlier assumptions scheduled a replacement in 2035 but that the department now anticipates needing replacement closer to 2030; staff cited a general cost figure of roughly $2 million for a ladder truck and noted other items such as the Spartan rescue truck remain on the capital schedule.
Elevator and borough building: staff recommended prioritizing elevator replacement at the community center because the elevator is approaching 30 years old (beyond typical lifespan). The presenter said the work would largely replace the elevator machinery and interior components while retaining the outer shell.
Public works equipment: staff reported a request for a skid-steer-mounted brush (about $10,000) to remove gravel and debris and a request for a smaller non-CDL street sweeper; staff estimated a new non-CDL sweeper would cost the borough about $200,000 after trade-in of the current 9-year-old CDL-required machine.
SCBA and other: staff said the SCBA reserve (self-contained breathing apparatus) is a firefighter fund to pay for new breathing apparatus; staff said the department would probably need new equipment soon, though not necessarily budgeted this year.
Staff and council discussed prioritization, with some council members urging focusing on long-term, functional investments (e.g., elevator, cameras) over short-term one-night items (e.g., fireworks increases). No formal votes were taken; staff identified items they would recommend funding from the bond fund where appropriate.
