Crafton budget workshop flags larger-than-expected sewer repairs; recommends Mildred Ave. excavation

During the Sept. 24 budget workshop, borough staff presented a more extensive forecast of sewer repairs than previously expected, based on CCTV inspection data and Gateway recommendations.
Staff reported manhole-to-manhole lining work is estimated at about $390,000 based on this year's CCTV inspections. An additional $70,000 of lining work could be added to an existing contract wrapping up at year end. Gateway also identified roughly $190,000 in excavation-style repairs, plus one larger excavation repair on Mildred Ave. estimated at about $85,000. The presenter recommended doing the Mildred Ave. repair promptly, saying deferring larger repairs has in the past increased overall costs for the borough.
The presenter described three types of sewer repairs: full pipe dig-and-replace (most expensive), manhole-to-manhole lining (inserting a new pipe through existing manholes), and spot or small repairs. Staff said some areas were on a 10-year cycle but had been delayed to 14 or 15 years, which increased deterioration and repair needs. Staff said they were waiting on the full camera footage and Gateways final recommendations to prioritize and to refine cost estimates.
No formal vote occurred at the workshop. Council asked staff to return with the camera footage and updated cost priorities at a subsequent meeting.
