Greenfield board adopts CPI-based special assessment rates, declares public emergency and approves flood-repair contracts

At its Sept. 23, 2025 meeting the Board of Public Works approved several administrative and emergency measures: adoption of the 2026 special assessment rate schedule for full street reconstruction projects, a resolution declaring a public emergency to allow expedited flood repairs, and authorization of vendor quotes for storm/road repairs identified after recent flooding.
Special assessment rates: Staff explained the city bases its annual increase for special assessments on the consumer price index for all urban consumers (CPI‑U) as reported by the Wisconsin Department of Revenue, State and Local Finance Division. The CPI‑U for the 12 months ending Aug. 31, 2025 was certified at 2.7 percent. Staff clarified the schedule applies to full reconstruction projects (not simple resurfacing). Alderman Collins moved to approve the 2026 special assessment rates; the motion was seconded and carried.
Public emergency and flood repairs: The board adopted a resolution declaring a public emergency so the city could expedite repairs from recent flooding and use city funds immediately while seeking possible FEMA reimbursement. Staff said they obtained three quotes for each emergency project to seek the lowest price possible despite the expedited procurement.
Contract and quote approvals: The Board approved several contractor quotes for storm and infrastructure repairs identified after the August flooding. During the discussion staff corrected a transcription/initial-figure error and stated the expenditure for the South 90th Street storm repair is $39,979.50 (earlier the number had been garbled in the agenda text). The Board also approved Poblacchi Paving in the amount of $20,735 (project details presented) and approved Blue Mells Maintenance Service for Wildcat Creek / Aldi retaining wall storm repair in the amount of $27,400.
Public Works report and flood response: Superintendent of Public Works reported that DPW and a contractor (John's Disposal) collected just over 602 tons of flood-related debris between Aug. 12 and Aug. 30 and responded to about 69 storm-repair sites; some sites require contractor repairs while others were handled by City crews. Crews also completed training, continued inspections and prepared equipment for leaf collection beginning the week of Oct. 7.
Motions and votes recorded include adoption of the emergency resolution (motion by Alderman Acres, second by Alderman Druswiecki) and approvals of the contractor quotes as presented. The board noted that projects funded now could seek FEMA reimbursement later.
