Council extends deadline for 461 Central Avenue remediation; undergrounding, new streetlights remain on schedule

The Fillmore City Council voted to approve a fifth amendment to the property remediation agreement for 461 Central Avenue, extending the deadline to complete the remaining condition of approval to Jan. 20, 2026.

Public Works staff described the outstanding work as the undergrounding of overhead utility lines adjacent to the project and installation of two downtown‑style streetlights. Staff said the property owner completed the conduit work on private property, allowing Southern California Edison to schedule pole removal and the installation of two new decorative poles and globes manufactured by Amaron and a globe supplier.

Bridal, Public Works director, told the council that ordering and manufacturing the specialty dual‑globe poles has a roughly 12‑week lead time once Edison finalizes scheduling and that the owner’s conduit work needed to be finished before Edison could start. Bridal said there is a probable chance the council will again be asked to extend the deadline when remaining work depends on Edison’s queue and vendor lead times.

Council discussion touched on the visual benefits of removing overhead lines and installing dual‑globe streetlights consistent with downtown character. The council approved the amendment by voice vote.

Staff next steps: Public Works will coordinate with Edison and the property owner to finalize scheduling; staff will report back if a further extension is required. If work is completed, staff will return to council with a final completion report.
