Mooresville council opts into opioid-settlement participation and delegates future participation approvals

The Mooresville Town Council on Sept. 16 authorized participation in a proposed opioid settlement involving multiple generic manufacturers and delegated authority to the town president (executive) to approve participation in future similar settlements.
Town legal counsel told the council the settlements involve generic opioid manufacturers that have reached agreements and that the town can opt in. Counsel asked whether the council wanted to continue seeing every proposed settlement in a public meeting or to authorize the executive to approve future participation. The council voted first to participate in the current proposed settlement and then to grant the president authority to sign off on participation in future settlement offers.
A council member moved to participate in the proposed opioid-settlement agreement and another moved to give the town president authority to sign for future settlements; both motions were seconded and passed with affirmative votes.
Town counsel said he would forward settlement materials to the council and that he will continue to copy council members when such opportunities arise. The vote will allow the town to accept settlement payments from the listed manufacturers without requiring the council to convene every time an additional generic-settlement opportunity is offered, while preserving counsel’s obligation to inform the council.
