The Provo City Planning Commission on Sept. 24 unanimously recommended that the municipal council approve the annexation of about 16.67 acres at approximately 4505 North Canyon Road, a parcel currently in unincorporated county territory.
Jessica Donicki, presenting the staff report, said the property is part of Provo’s Annexation Policy Plan Area 7 and that the proposed annexation meets state requirements for annexation and reduces an unincorporated island within the city. Donicki told commissioners the applicant has no current development plan and intends to continue agricultural uses; any future change of use would require rezoning and return to the commission and council.
Commissioners asked whether public works and utilities can serve the parcel; Donicki said the CRC (city technical review committee) including public works, fire and building had reviewed the request and public works confirmed infrastructure capacity to support annexation. Commissioners discussed zoning treatments on annexation; Donicki said the parcel will come in under the city’s open space preservation (OSPR) zone by policy, but parties may request agricultural zoning at the council level if appropriate.
Neighbor comment: Leon Moon, who said he lives adjacent to the parcel, asked about future access points and development timing. Donicki and staff answered that no project plan has been submitted and that details about roads, access and any development would be considered in later, separate applications.
Motion and vote: Commissioner Lisa Jensen moved to forward a positive recommendation to municipal council; Commissioner Matt Wheelwright seconded. The commission voted unanimously to recommend approval and asked that the applicant state whether the parcel should be annexed as OSPR or as agricultural zoning when filing with the council.
What’s next: The item will go to municipal council for ordinance action and state certification; any future development or change of use will require rezoning and separate public hearings.
