Council members proposed expanding the geographic scope to include properties along Highway 40 and suggested including grants to help property owners with small-scale landscaping or frontage improvements to improve appearances along main corridors.
The presenter said the grant parameters will include boundaries, eligible items, and exclusions; staff will send the draft to council members for review and to provide feedback. Several council members said a larger designated area could capture more tax revenue and allow the city to focus interventions on smaller subareas within the boundary.
No formal approval of the facade program was requested at the meeting; staff will follow up with the draft for council review and suggested edits.
