Warren County Fiscal Court on Aug. 28 voted unanimously to lower the county'wide real property tax rate for fiscal year 2025'26 and to set tax rates for several special districts.
The court adopted Resolution 25-14, reducing the county'wide real property tax rate to 14 cents per $100 of assessed value. The motion was made by Esquire Cummings and seconded by Esquire McWhorter; the roll call recorded six "yes" votes from Esquire Leslie, Esquire Cummings, Esquire Williams, Esquire McWhorter, Esquire Lawrence and Esquire Aldridge.
The presenter of the item (identified in the transcript as the presiding judge executive) told the court, "I'm pleased to let you know that this court is yet again lowering the real property tax in Warren County for 2025." He said countywide assessed real property value rose from $13,144,253,000 in 2024 to $14,452,225,000 for 2025, including $245,881,000 attributed to new construction, and that the reduced rate reflects "our commitment to responsible fiscal management while supporting Warren County's continued growth."
The court also approved Resolution 25-15 to set special district tax rates for fiscal year 2025'26. The notable changes recorded in the meeting: the Warren County Public Library real property tax rate decreased from 3.8 cents to 3.7 cents per $100 of assessed value; the Warren County Soil Conservation District remained at 0.25 cents; the Warren County Health Department rate remained at 2.9 cents; and the Warren County Extension Office rate remained at 0.66 cents per $100.
The motions for the two resolutions were made separately. Resolution 25-14 (county real property rate) was moved by Esquire Cummings and seconded by Esquire McWhorter; the roll call vote was unanimous. The motion to adopt Resolution 25-15 (special districts) was moved by Esquire McWhorter and seconded by Esquire Aldridge and likewise passed on a unanimous roll call.
What the court adopted applies to the fiscal year 2025'26 levy; the meeting record does not specify implementation mechanics beyond adoption of the resolutions.
Speakers at the discussion and their roles as recorded in the transcript include: Judge Executive (presiding; unnamed in the record), Esquire Cummings (mover), and Esquire McWhorter (second).
