The Warren City Council voted on Sept. 23 to approve demolition of a fire-damaged, boarded house that city staff described as unsafe.
Paul Lazay summarized the property as fire-damaged in April 2025; staff found the gas meter pinned off and the electrical meter removed, and the house remained boarded and unsafe. Lazay told council that winterization contractors and a property manager hired by a mortgage company had been involved and that the parcel appeared to be in preforeclosure, though the city's spec sheet showed taxes paid.
A contractor who performs winterization for property-preservation companies, Robert Briggs, told the council he had been inside the house and had performed winterization work for a vendor, ZVN Property Preservation; he identified himself as a licensed contractor. No owner or petitioner spoke at the hearing.
After hearing staff and the contractor, the council voted to approve the recommended abatement and demolition. Council members recorded unanimous votes in support of the motion to approve the abatement program for this property. The motion carried and staff may proceed according to the city's nuisance-abatement procedures.
Lazay told the council the city would continue administrative processing, and staff confirmed the city's records list taxes as paid for the parcel. The council recorded its vote with all members present voting yes.
